2002 Toyota ist passenger seat belt light flases on dashboard problems

Problems:Noticed this morning that the passenger seat belt light flashes on the dashboard - there was no passenger seated so the belt was not in use at the time.
(note, photo provided is like my car, mine is Gold color)

The light will keep on flicking even if the passenger is not in the seat. The only way to switch off the light if by puling the seat belt and locking it...

but dont worry, theres no harm when the light flicks on. its natural
